Location: Fife House, Glenrothes but also home working

Job Details

Building and construction is a key sector contributing £21.4 billion to Scotland’s economy per year.  Following the fire at Grenfell Tower and other high profile building failures the Scottish Government set up the Ministerial Working Group on Building and Fire Safety to determine what action was needed in Scotland to ensure that buildings were safe for the people who live in and use them.

As a result of the Ministerial Working Group and the Expert Review Panels on Compliance and Enforcement and Fire Safety, recommendations for longer term changes to the building standards system in Scotland were made. The Scottish Government’s Building Standards Futures Programme Board was established to deliver the recommendations and oversee transformational change including changes to the Building Standards Delivery Model.

As part of this transformational change the ‘Scottish Building Standards Hub’ was established from the 24th May 2024 to deliver a range of building standards system services to all 32 Scottish local authority building standards teams, and supporting hubs of expertise, operational partnerships and learning and development. The Scottish Building Standards Hub (SBSH) is a specialist stand-alone unit hosted within Fife Council’s Protective Services.

Exciting opportunity to provide administrative and technical support to all business units and their range of services and activities within the newly created national Scottish Building Standards Hub (SBSH) as an Administration and Technical Support Office.

You will assist with administrative and technical support in the delivery of the range of Building Standards System Services and activities provided by the newly created national Scottish Building Standards Hub (SBSH).

Key areas of work include: 

  • You will process, register, and validate national Scottish Type Approval Scheme (STAS) applications and issue approved certificates.
  • You will undertake routine duties or project or developmental work assisting the SBSH in the continuous delivery of professional, high quality and customer focused services.
  • You will undertake the registration process for Information Papers and the Dispute Resolution Process, including the dissemination/awareness of finalised guidance and dispute outcomes.
  • You will assist all professional staff through technical, operational, and administrative support across all SBSH business units.
  • You will assist as required in the delivery of services offered by the SBSH, including its range of building standards system services, hubs of expertise, operational partnerships, and support learning and development activity.
  • You will assist in registering and processing technical enquiries received.
  • You will deal with communications/enquiries received by the SBSH.
  • You will compile statistical data in relation to SBSH activity to assist with reporting.

The Person

  • You must have Experience working in a Building Standards and Public Safety environment. You must have 1 Higher in a relevant subject and 4 Standard Grades at Grade 3 or above (or equivalent) that must include maths.

In addition, you must be able to demonstrate:

  • A considerable understanding of Building Standards & Public Safety processes,
  • Ability to maintain and record accurate information systems,
  • Ability to read and interpret architectural plans,
  • Practical knowledge about processing building standards applications e.g., registering and issuing decisions,
  • Ability to deal effectively with colleagues at all levels,
  • Communication skills,
  • Experience of computerised management information system e.g., Uniform, Enterprise and DMS.
