National Project Coordinator
Since June 2024, UNDP is implementing GEF funded Umbrella Programme to Support NBSAP Update and the 7th National Report that is currently supporting 69 countries.
This Global Programme will support countries in revising and updating their National Biodiversity Strategies and Action Plans (NBSAPs) in order to align with the recently agreed upon Kunming-Montreal Global Biodiversity Framework, and enable effective implementation of the Convention on Biological Diversity (CBD) and the Kunming Montreal Global Biodiversity Framework atthe national level. In addition, this grant supports countries in preparing and submitting their 7th National Report on the implementation of the Convention on Biological Diversity and the KunmingMontreal Global Biodiversity Framework.
This Global Programme will be responsive to CBD guidance on developing NBSAPs and completing the 7th National Report, including recent COP15 outcomes and decisions. It will also build upon existing work through the Global Biodiversity Framework Early Action Support (GBF-EAS) that is ongoing, as well as support to countries to develop biodiversity finance plans, through the recently approved “Umbrella Programme to Support Development of Biodiversity Finance Plans”. The project implementation units of all three initiatives will coordinate to ensure that resources from both projects are used effectively and efficiently towards the update or revision of the National Biodiversity Strategies and Action Plans and the preparation of the 7th National Reports in the targeted 69 countries, including Mongolia.
In this light, UNDP Mongolia is seeking to recruit a national coordinator for “Support NBSAP Update and the 7th National Report” project for the overall day-to-day management of the project, including the mobilization of all project inputs and supervision over consultants.
The National Project Coordinator is responsible for day-to-day management and ensuring that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost. Key duties and responsibilities will include:
- Provide direction and guidance to project team
- Liaise with the Project Board to assure the overall direction and integrity of the project;
- Identify and obtain any support and advice required for the management, planning and control of the project;
- Responsible for project administration;
- Plan the activities of the project and monitor progress against the project results framework and the approved annual work plan;
- Mobilize personnel, goods and services, training to initiative activities, including drafting terms of reference and work specifications, and overseeing all contractors’ work;
- Monitor events as determined in the project monitoring schedule plan/timetable, and update the plan as required;
- Manage requests for the provision of financial resources by UNDP, through advance of funds, direct payments or reimbursement using the fund authorization and certificate of expenditures;
- Monitor financial resources and accounting to ensure the accuracy and reliability of financial reports;
- Be responsible for preparing and submitting financial reports to UNDP on a quarterly basis;
- Manage and monitor the project risks initially identified and submit new risks to the project board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log;
- Capture lessons learned during project implementation;
- Prepare the annual work plan for the following year; and update the Quantum Project Management module.
- Prepare the annual progress report to the Project Board;
- Prepare the AWP for the following year.
Project Implementing Partner: UNDP is accountable to the GEF for the implementation of the project. This includes overseeing project execution undertaken by the Implementing Partner to ensure that the project is being carried out in accordance with UNDP and GEF policies and procedures and the standards and provisions outlined in the Delegation of Authority (DOA) letter for this project.
Specific tasks of Implementing Partner include:
- Project planning, coordination, management, monitoring, evaluation and reporting. This includes providing all required information and data necessary for timely, comprehensive and evidence-based project reporting, including results and financial data, as necessary. The Implementing Partner will strive to ensure project-level M&E is undertaken by national institutes and is aligned with national systems so that the data used and generated by the project supports national systems.
- Overseeing the management of project risks as included in this project document and new risks that may emerge during project implementation.
- Procurement of goods and services, including human resources.
- Financial management, including overseeing financial expenditures against project budgets.
- Approving and signing the multiyear workplan.
- Approving and signing the combined delivery report at the end of the year; and,
- Signing the financial report or the funding authorization and certificate of expenditures.
Project Board: The project will be governed by a multi-stakeholder board or committee established to review performance based on monitoring and evaluation, and implementation issues to ensure quality delivery of results. The Project Board is the most senior, dedicated oversight body for the project.
The two main (mandatory) roles of the project board are as follows:
- High-level oversight of the execution of the project by the Implementing Partner. This is the primary function of the project board and includes annual (and as-needed) assessments of any major risks to the project, and decisions/agreements on any management actions or remedial measures to address them effectively. The Project Board reviews evidence of project performance based on monitoring, evaluation and reporting, including progress reports, evaluations, risk logs and the combined delivery report. The Project Board is responsible for taking corrective action as needed to ensure the project achieves the desired results.
- Approval of strategic project execution decisions of the Implementing Partner with a view to assess and manage risks, monitor and ensure the overall achievement of projected results and impacts and ensure long term sustainability of project execution decisions of the Implementing Partner.

Education:
- Advanced university degree (master`s degree or equivalent) in Economics, Business administration, Conservation biology, Forestry or other related fields is required; OR
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in project coordination/evaluation, environmental performance review, business strategic planning, or other closely related fields
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
- Knowledge and experience in relevant thematic area
- Work experience in development partners, private sector or development project will be an asset.
- Experience in cooperating with public agencies, civil society or NGOs is an asset.
- Experience in supervising a team (any size) is desired.
- Demonstrates commitment to UNDP’s mission, vision and values.
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
- Zero tolerance for any harassment, i.e. any offensive behaviour, words and actions, including sexual and psychological harassment, bullying, etc
Language Requirement:
- Excellent knowledge of English and Mongolian, both spoken and written
