JOB TITLE: Strategic Partnership and Localization Advisor

CONTRACT  LENGTH : 12 Months renewable (subject to performance and funding)

REMUNERATION : 

The gross monthly salary for this position is between XOF 1.223.738 et 1.957.981. per month.

The setting of the remuneration will be based on the level of responsibility of the position, the candidate’s experience and internal equity.

SAFEGUARDING: Level 3

The position holder will have regular contact with children, beneficiaries, and employees either frequently (e.g., once a week or more) or intensively (e.g., four days in a month or more, or overnight) because they work on national programs, visit country programs, or are responsible for program implementation. In such cases, a legal background check will be mandatory.

ROLE PURPOSE: 

Save the Children and its partners in Côte d’Ivoire aim to be known nationally for our rich and innovative partnerships, supporting evidence-based, quality programs, as well as high standards within accountability and governance.

Save the Children in Côte d’Ivoire cooperates with a wide-range of partners. 40 national partners are responsible for the implementation of 40% of our country portfolio. Beyond implementing partners we work with a wide range of government, media, civil society and research partners. 

The Strategic Partnership and Localization Advisor will support program and support staff who manage partnerships in individual projects and programs to ensure all our partnership live up Save the Children’s partnership principles (Value driven and empowering relationships; Transparency and accountability; and Mutual benefit and complementarity. It is a cross-cutting role involving technical assistance and support to ensure high quality, feedback and learning in our partnerships. S/he will work closely with the Awards and Partnership unit, other country technical advisors, NBD team, Advocacy, etc.

The role is a key position working together with stakeholders and partners across the country program to coordinate, monitor and support the successful implementation of the Partnership Framework.

In the event of a major humanitarian crisis, the role holder will be required to work outside the normal role profile and adjust working hours accordingly.

PRINCIPAUX DOMAINES DE RESPONSABILITÉ:

KEY AREAS OF ACCOUNTABILITY:

Strategic Partnership

  • Design and establish/review the country partnership strategy and management manual that is in line with the country strategic plan
  • Innovate and strengthen partnerships with the private sector
  • Design innovative systems and tools for partnership mapping/scoping
  • Support Awards and Partnership team in designing and implementing a Partner Database
  • Assess and explore new potential strategic partnership areas for the country office
  • Represent the office in the different regional and global platforms (Partnerships working groups,) 
  • Document and share best practices and success stories.

Ensure review, feedback and learning in partnerships.

  • Support Programs and Awards teams in carrying out Annual Partnership Review Meetings
  • Coordinate and ensure follow up on Partner Feedback Survey, including compiling findings and following up internally and with partners
  • Work with programs and communication unit to ensure documentation and sharing of case studies and best practices within partnership management
  • Coordinate country office partner conferences

Support partners’ organizational development and the localization agenda 

  • Serve as the localisation focal point. 
  • Develop scope for core stakeholder engagement (including identifying experience/skills needed) and engage stakeholders in workstream; share progress and seek feedback on localisation uplift with wider operating model groups.
  • Localisation uplift –, Save the Children Operating Models(SC OM)
  • Conduct the localization capacity self-assessment of the Country office.
  • Assess and analyse existing localisation models and draft descriptors based on proven models (that are conducive to localisation) for inclusion in SC OM as a recommended practice at the current or next revision an to inform localisation roadmap.
  • Identify models that support localisation that have been adopted by other organisations or other Save the Children offices
  • Input into key internal communication material on our desired behaviour changes and embedding it in the SC OM orientations. 
  • Reflect compliance aspects into the revised the SC OM 
  • Provide support towards the development of “partner model”. ???
  • Support roll-out, review and/or capacity-strengthening where required.
  • Gather and disseminate evidence of emerging / pilot operating models’ effectiveness aspects and pain points (including successes and failures)
  • Participate in capacity monitoring and assessments of partners as requested by programs or partners
  • Provide technical advice to partners, programs and partnership unit on facilitating organizational capacity strengthening based on plans
  • Assist partners and programs organize exchanges, networks and other capacity strengthening activities as required
  • Work with Awards and programs as required to ensure that capacity strengthening activities are properly integrated in program design and budgets

Technical assistance to programs on partnership development and management 

  • Support programs to design and implement good processes/criteria for scoping, selection and assessment of potential partners in coordination with Partnership team
  • Assist programs in involving partners in program design, through partnership workshops, etc.
  • Support programs in ensuring quality partnership management and knowledge sharing, including good MEAL systems and regular sector-based partner meetings

Assist in capacity strengthening of SCI staff on partnership 

  • Staff needs assessment and training in coordination with HR
  • Cooperation with programs and partnership teams on integrating partnership in performance appraisal and management
  • Assist partnership managers in programs in learning and knowledge sharing through coordination of a community of practice

Note: The tasks and responsibilities listed above are not exhaustive, and the position holder may be required to perform other related tasks as necessary according to the needs of the service.

 

QUALIFICATIONS 

  • Master’s Degree or higher in Social Science/International Development/Development Studies, , Community Development or other relevant field; Alternatively, a strong field experience can be accepted in lieu..

EXPERIENCE AND SKILLS

  • 5-7 years’ work experience with an international or national development organization, with focus on partnership management
  • Experience in partnership cycle management.
  • Experience in representation and external relations
  • Experience with supporting organizational capacity strengthening processes. 
  • Knowledge of the global localization agenda and the grand bargain agreement
  • Extensive knowledge of and credibility with local and national NGO partners.
  • Knowledge about core elements of approach to work in partnerships.
  • Familiarity with humanitarian assistance and long-term development work in order to communicate effectively with partners
  • A full understanding of development issues of Côte d’Ivoire and national development plans, funding schemes and donor landscape
  • Ability to work independently and collaboratively in a team setting with minimal supervision.
  • Good planning and organizational skills with the ability to multi-task in a fast-paced work environment.
  • Good interpersonal and communication skills.
  • Good influencing skills, including an ability to deal with people at all levels with credibility, tact, and diplomacy.
  • Specific knowledge of partnership management in international development
  • Demonstrated proficiency in French and English (verbal and written) with good ability to produce good quality documents, information for a variety of audiences and communicate good practices.
  • Knowledge and expertise in local context. [AS1] Good working knowledge of and experience in using inter-agency standards and guidelines in partnership management
  • Experience in engaging the private sector in development work
  • Commitment to and understanding of child rights, the aims and principles of Save the Children, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support. 
  • Ability to work as part of a team, both following and supporting others.
