Job Details
Fife Council is seeking a highly motivated and experienced Digital Programme Manager to lead our Digital Programme. The successful candidate will be responsible for refining the programme approach and coordinating the delivery of the programme`s workstreams.
Reporting to the Business Technology Solutions Head of Service, the successful candidate work closely with external partners and internal stakeholders to ensure a successful delivery of the programme.
Key Responsibilities:
- Lead the development and implementation of the Digital Programme
- Refine the programme approach
- Coordinate the delivery of the programme`s workstreams
- Work closely with external partners and internal stakeholders to ensure successful delivery of the programme
- Manage complex inter-related delivery plans
- Monitor and report on the progress of the programme to Senior Leadership teams and the Programme Board
- The role offers the opportunity to engage in exciting technology-related work with varied business areas at a time of significant change and growing dependency on IT and digital solutions.
As a progressive employer, Fife Council offers the opportunity to work in this role as a “blended working” arrangement with a balance of home-working and office-working. This allows flexibility in place and hours of work to meet the demands of the role, however, the post holder will be expected to travel to and attend office locations in Fife as required, e.g., to engage in team, service, or supplier meetings or to manage critical incidents.

The Person
The successful candidate will meet these essential qualifications and experience:
- Educated to SCQF level 9, which includes a Degree or equivalent, or significant relevant experience.
- The candidate will have extensive experience of executing large IT projects and programmes within a complex organisation such as the Council.
- Significant experience of leading engagement with various stakeholder groups, in particular vendors and implementation partners.
- Ability to define and coordinate impact assessments and liaise and communicate with stakeholders.
- Knowledge and experience of transitioning through change.

Before confirming your appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) scheme membership through Disclosure Scotland and become a member of the relevant PVG scheme.
