Post 1 - Permanent based in Kirkcaldy

Post 2 - Temporary until June 2025 based in Glenrothes

Salary: FC8 £38,950.71 to £42,686.23.

Working Pattern: 36 Hours per week

Job Details 

You will be responsible for the creation and implementation of Neighbourhood Development Plans within specified geographies of the area. 

Through engagement with local people, local services, partner agencies and elected members you will facilitate collective working and planning to deliver the aspirations of the Area Local Community Plans within specified neighbourhoods. 

Secondment requests are welcome for Post 1.

The Person 

Working as part of the Area Community Learning and Development Team, the Local Development Officer will work closely with the Community Development Team Manager, and lead the initiation, development, and initial delivery of Neighbourhood Development Plans within identified areas, engaging with a wide range of services and partners and with local communities. The successful candidate will join the team and the Area Community Planning Partnership at a pivotal time as we look to target, shape, and develop services that address the ambitions and needs of our communities more effectively. The successful candidate will take the lead on the development of the neighbourhood plans, ensuring smart targets, new opportunities and improvement work is captured within the plan with a strong focus on community engagement and partner solutions for delivery and tracking outcomes. This is an influential position that will help shape the future of local partnership planning and make a positive contribution to people’s lives. 

Key tasks include: 

  • With key stakeholders, initiate and lead the development of a SMART neighbourhood action plan. 
  • Engaging with, advising, and influencing colleagues, partners, and stakeholders at all levels. 
  • Leading and facilitating effective community engagement activity. 
  • Delivering a diverse range of projects and programmes of work with others. 
  • Creating engaging and informative reports, presentations, and other materials. 
  • Analysing impact to determine the direction of future planning.

Professional, flexible, supportive, and open to the opportunities of change, the candidate will have:

  • A track record of successful multi agency working.
  • Experience of effective community engagement.
  • Experience of funding acquisition.
  • A track record in developing and monitoring models of evidence-based planning.
  • Ability to effectively collect, analyse and interpret data and information and develop/present solutions and engaging reports.
  • Project planning, delivery, and excellent communication skills.

Before confirming your appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) scheme membership through Disclosure Scotland and become a member of the relevant PVG scheme.
